Cook the penne pasta according to package directions. Drain and set aside.
In a large skillet, heat olive oil over medium heat. Add ground beef and cook until browned.
Stir in the minced garlic and butter. Cook for 2–3 minutes until the garlic is fragrant.
Season with Italian seasoning, paprika, salt, and pepper. Mix well.
Pour in the beef broth and bring to a simmer. Let it reduce slightly.
Add the cooked penne to the skillet and toss everything together.
Sprinkle the cheddar cheese over the top and stir until melted and creamy.
Garnish with fresh parsley and serve warm.
