Boil and mash the potatoes until smooth.
Mix the potatoes with boiled peas, cornflour, rice flour, chopped green chili, ginger, cumin powder, garam masala, salt, and cilantro.
Form the mixture into small patties.
Heat oil in a pan over medium heat.
Fry the patties until golden brown and crispy on both sides.
Drain on paper towels and serve hot with chutney.
