In a large bowl, mix together the mashed potatoes, eggs, flour, Parmesan, chives, salt, and pepper until well combined.
Heat the oil in a large nonstick skillet over medium heat.
Scoop about 1/4 cup of the potato mixture per pancake into the skillet and flatten slightly with a spatula.
Cook for 3-4 minutes on each side or until golden brown and crisp.
Transfer to a paper towel-lined plate and keep warm while you cook the remaining pancakes.
Serve hot with sour cream, applesauce, or your favorite dipping sauce.
