Preheat the oven to 350°F (175°C). Lightly grease a 9x13-inch baking dish.
Without separating the rolls, slice the Hawaiian rolls in half horizontally. Place the bottom halves in the prepared dish.
In a skillet over medium heat, cook the breakfast sausage until browned and fully cooked. Drain any excess grease.
In a bowl, whisk together the eggs, milk, salt, and pepper. Scramble the eggs in a non-stick skillet over medium-low heat until just set.
Layer the cooked sausage over the bottom halves of the rolls. Top with scrambled eggs, shredded cheddar cheese, and bacon slices.
Place the top halves of the rolls on top to create sandwiches.
In a small bowl, mix melted butter, brown sugar, garlic powder, and onion powder. Brush this mixture evenly over the tops of the rolls.
Cover the dish with foil and bake for 20 minutes. Remove the foil and bake an additional 5 minutes, or until the tops are golden brown.
Let cool slightly, slice, and serve warm.
