Preheat oven to 375°F (190°C). Line a baking sheet with parchment paper.
In a skillet over medium heat, brown the ground beef and Italian sausage until fully cooked. Drain excess grease.
Season with garlic powder, onion powder, oregano, pepper, and salt. Stir to combine.
Add the pizza sauce to the meat mixture and simmer for 5 minutes.
Place the bun halves on the baking sheet, cut side up.
Spoon the meat mixture evenly over each bun half.
Top each with mozzarella and a sprinkle of Parmesan cheese.
Bake for 10–12 minutes, or until the cheese is melted and bubbly.
